body
BACKGROUND:

In December of 2020 the EPA finalized their revisions to the Lead and Copper Rule which is a National Primary Drinking Water Standard codified in 40 CFR 141, Subpart I. The effective date of the rule was December 17, 2021. The revisions included many changes to the rule including a lead service line inventory, review of historical installation and construction records related to service lines, lead service line replacements plan, sampling plan, new sampling tiers, addition of a trigger level, and requirements for monitoring of schools and licensed child care facilities. The required compliance date for these revisions is October 16, 2024.

The City with assistance from Jacobs divided the compliance tasks up into three phases; Phase 1 - Historical Data Collection, Phase 2 - Service Line Inventory Development, Phase 3A - Replacement Plan Development, and Phase 3B - Sampling Plan and Communication Plan Development, Service Line Inventory Publication, and submittal of required documents to FDEP. Phases 1, 2, and 3A have been completed. Task Order 2024-40 includes assistance from Jacobs to complete Phase 3B of this work.

Staff recommends approval of Task Order 2024-40 with Jacobs to meet the compliance requirements of the Lead and Copper Rule Revisions.
