BACKGROUND:
At the October 25, 2022 City Council meeting, City Council authorized the City Manager to negotiate a contract with Community Housing Initiative, Inc. (CHI) to build homes in the Michael C. Blake subdivision. The City Manager subsequently negotiated a contract with CHI to construct the first five homes in the Michael C. Blake Subdivision. CHI is a Community Housing Development Organization, approved by Brevard County and has extensive experience in developing community sponsored low-cost housing. This request is an after-the-fact resolution to waive the competitive bidding process under the provisions of the City’s Purchasing Policy to complete the project.
