BACKGROUND:

On June 21, 2022, FDEP contacted staff about some ARPA funding opportunities available for projects with a status of Underway or Planned already in the City Basin Management Action Plan (BMAP) that specifically target stormwater treatment. On January 19, 2023, FDEP made an announcement regarding funding of selected projects for stormwater treatment in the Indian River Lagoon.

A Project to design a dry retention pond stormwater facility at the intersection of US 1 and Forrest Ave was approved for funding. The project is related to the City of Cocoa's Stormwater Master Plan to use a dry pond in a vacant lot to treat a drainage basin of approximately 16.39 acres of mixed-use land that is modeled to generate 219 lbs/yr of total nitrogen (TN) and 43 lbs/yr of total phosphorus (TP). Mead & Hunt's task order for Design and Permitting totaled $141,126. ARPA funded $120,000 leaving a shortfall of $21,126.

SOIRL approached staff with an offer to fund an additional $18,949. Once the acceptance of the additional funding from SOIRL is approved, the City's cost share will be reduced from $21,126 to $2,177.
