BACKGROUND:

 

Public Works has received several complaints about the condition of Range Road.  Consultants were tasked with assessing the condition of the Range Road pavement in May of 2024.  The report recommended full-depth reclamation for a portion of Range Road from Cocoa Bay south to the City limits, and regular milling and paving for the remaining portion from Cocoa Bay to Rice Drive.

 

During the budgeting process for Fiscal Year 2025, Range Road from the City limits on the south side to Rice Drive was identified as a candidate for full depth reclamation.  Full depth reclamation (FDR) is a pavement rehabilitation technique in which the full flexible pavement section and a predetermined portion of the underlying materials are uniformly pulverized and blended together to produce a homogeneous stabilized base course (SBC).  Approximately $135,000 will be diverted from the City’s annual street paving program to complete this work in Fiscal Year 2025.

 

Asphalt Paving Systems, Inc. has previously performed pavement projects in the City and provides FDR services. Pineda Street previously received FDR treatment.  This agenda establishes a multi-year piggyback off of the Citrus County Countywide Resurfacing and Preservation Projects ITB 24-088.

 

Goodson Paving, Inc. does not offer FDR services but does pave over the FDR surface.  The City is piggybacking off of the Brevard County Paving Contract B-8-23-09.  The City of Cocoa will retain the millings from this project.  This piggyback is for one year.

 

Fausnight Line and Stripe will be striping the completed pavement surface.  The City has an existing multi-year piggyback utilizing Seminole County Contract IFB-604562-23.  This funding was already budgeted.

 

The $50,000 for Contingency will not be included in the initial purchase order.  Each change order will be reviewed by staff before it is sent to the City Manager for approval and added to the purchase order.

 

City Staff recommends utilizing Asphalt Paving Systems, Inc. to perform FDR on Range Road and is seeking an 8% contingency in the event there are deficiencies uncovered during the construction process.  Goodson Paving will provide additional milling and paving activities.  Fausnight Line and Stripe will be striping the completed pavement surface.
