BACKGROUND:

 

nThe City of Cocoa Purchasing Division administered a Request For Proposals (RFP) for the Cocoa and Diamond Square Community Redevelopment Plan Updates.  RFP # P-24-04-COC was published January 5, 2024.  831 vendors were notified, with 54 choosing to download a copy.

 

On February 8, 2024, Purchasing conducted a public proposal opening which resulted in the receipt of three (3) submittals from the following proposers: 

                     Inspire Placemaking Collective

                     Michael Baker International

                     GAI Consultants

 

On February 20, 2024, an Evaluation Committee held a public meeting to review the response to the solicitation.  The committee was comprised of the following City of Cocoa employees: 

                     Ryan Browne, Redevelopment Coordinator, Community Services Department (Evaluator 1)

                     Gary Palmer, Facilities Manager, Public Works Department (Evaluator 2)

                     Debra Harris-Garmendia, Senior Staff Accountant, Finance Department (Evaluator 3)

 

During the meeting, the committee reviewed the proposals submitted and determined that presentations were required.

 

On March 12, 2024, representatives of all three firms were invited to separate, but sequential, meetings to present their proposal to the committee and to respond to the committee’s questions.

 

The committee members then completed scoring worksheets independently and submitted them to the Purchasing Manager on or before March 20, 2024.  All proposals were reviewed in accordance with the evaluation criteria specified in section 5 of the RFP.  The results of the scores were as follows:

The committee then reconvened in a public meeting on March 21, 2024, to review the scoring results.  At this meeting, it was determined that Inspire Placemaking Collective should be recommended to the CRA Boards for selection since it received the highest combined technical score on its evaluation.

 

It is further recommended that the City Manager be authorized to negotiate and execute the agreement.

 

 

BUDGETARY IMPACT:

 

The project is budgeted in the FY 2024 budget.
