BACKGROUND:
On August 16, 2024, the City’s Building Official left the City to pursue other employment. In order to continue operating the Building Division without a lapse in services, it is necessary to enter into an agreement with a private contractor to provide the services for the City’s building permits. Staff met with CAP Government, Inc. to discuss the continuation of services and they provided a proposal to the City to perform the duties required to comply with Florida Building Code and Florida Statutes regarding building permits.
The proposal utilizes City of Palm Bay IFB-09-0-2021/SZ as a piggyback option to continue the services with the City of Cocoa. The rates being utilized by the City of Cocoa include the following services:
• Building Official Services @ $100 per hour
• Plans Review Services @ $90 per hour
• Inspection Services @ $80 per hour
• Permit Technician Services @ $45 per hour
Staff is also requesting City Council approval for the City Manager to negotiate a piggyback contract with CAP Government, Inc. using the City of Palm Bay contract IFB-09-0-2011/SZ and for the City Manager to sign contract amendments or renewals. It is anticipated that the cost of these services will be recouped through building permit revenue. The FY25 budget currently has $25,000 included in the budget for estimated costs for these professional services.
The cost of the building official’s salary and benefits is approximately $154,000. This cost is also included in the FY25 budget because staff anticipates being able to hire a Building Official. In the event that someone is not found to fill the vacant position, staff is requesting approval for the City Manager to be able to transfer funds in FY25 up to $154,00 from salaries and benefits to contractual services to compensate for additional professional services for building permit activity.
