BACKGROUND:

 

The Florida Department of Environmental Protection (FDEP) issued a call for applications for the Resilient Florida funding opportunity. Notice was received by the State that the City is not compliant with Section 380.093 of the Florida Statutes regarding a vulnerability assessment. 

 

As part of this grant application, submitted, the City proposed updating its Resilient Cocoa document to meet the standards of Florida Statute 380.093.   If awarded, the City will identify a contractor to complete the vulnerability assessment that identity or address risks associated with inland/coastal flooding and sea level rise.  Staff requested funding in the amount of $75,000, which requires no match by the City to complete the grant-funded tasks.  Previously, the East Central Florida Regional Planning Council completed the Resilient Cocoa document that identified potential hazards.  However, this document does not meet the new statutory guidelines that were put into effect on July 1, 2023.

 

The Vulnerability Assessment, when completed, will include the following:

                     Peril of flood comprehensive plan amendments, if necessary

                     Current and future storm surge flooding using NOAA and FEMA storm surge data

                     Rainfall induced flooding using spatiotemporal analysis or existing hydrologic and hydraulic modeling data

 

The data will include information necessary to determine the risks to inland and coastal communities, including, but not limited to, elevation, tidal levels and precipitation.  The assessment will include an inventory of critical assets, identifying the risks to such assets. 

 

The application was submitted on September 1, 2023.  Upon award, Staff will return to Council to accept the grant award and approval to execute the grant agreement and subsequent agreement with a contractor to complete the tasks.

The grant application requested funding in the amount of $75,000 to be awarded to City to enter into an agreement with a contractor to complete the project.  Staff will return with a budget amendment, resolution and the agreement for signature upon award.
