BACKGROUND:
Since 2016, the City has utilized Target Solutions Learning, LLC as the City’s Learning Management System (LMS). The current agreement is set to expire on September 30, 2021. Some of the features of the LMS are:
• Self-registration for training classes streamlining the enrollment of courses;
• The ability to track course completions, document training history and print training certificates;
• Incorporate onboarding for new hire paperwork and initial training;
• Educational series for Human Resources & Safety/OSHA requirements;
• Supervisory development series;
• Professional development courses;
• Customized Water/Wastewater, Police, and Fire/EMS courses.
Based on Staff’s prior research, Target Solutions, LLC was the only vendor we found that offers the customized water/wastewater courses and the specialized services for each of the City’s Departments training needs for the public sector. City Staff worked with the City Attorney’s office to negotiate terms for this multi-year agreement through September 30, 2024.
City Staff is also requesting to waive the competitive quote requirement under the Financial Operations Manual, as in the best interest of the City. The justification form is attached to the agenda.
STRATEGIC PLAN CONNECTION:
The City’s Strategic Plan identified a strategic issue of working to retain a qualified workforce, and additionally prepare for the retirement of long-tenured employees. Specifically, the objectives under the strategic issues for Employees include:
• Objective 2.1: Ensure all employees have the proper training to complete their duties as
assigned.
• Objective 2.2: Develop a success planning program to prepare the City for the retirement of long-tenured employees, especially in organizationally critical positions.
Approval of the learning management system will assist in ensuring all employees have the proper training to complete their duties as assigned. This Item will also assist in the development of a succession planning program to prepare for the retirement of long-tenured employees.

The multi-year agreement includes a three percent (3%) increase for Fiscal Year 2023 and Fiscal Year 2024. The renewal each year is also dependent on the actual headcount of employees at that time and number of licenses.
PREVIOUS ACTION:
The City Council at its September 25, 2018 meeting, approved a sole source, multi-year agreement with Target Solutions, effective October 1, 2018 through September 30, 2021.
