BACKGROUND:
At the May 28, 2024 City Council meeting, Staff presented CDBG allocation estimates for the City of Cocoa. After the May 28th Council meeting, Staff received the allocation for Fiscal Year 2025. The estimated allocation presented at the May 28th meeting was $128,609. The new allocation for CDBG funding for Fiscal Year 2025 is $119,567. Additionally, at the May 28, 2024 Council meeting, it was noted that the HOME funds also decreased to $63,294.02. The actual allocation after deducting the County’s portion is $63,255.47.
The overall purpose of the CDBG Program is the development of viable urban communities by providing quality housing, a suitable living environment and expanding economic opportunities principally for persons of low- and moderate income. Eligible activities include public services, public facilities and improvements, housing, code enforcement, clearance and demolition, economic development, acquisition, and disposition. At least 70% of all CDBG funds must be expended on program activities benefiting low- and moderate-income persons.
Based on priorities and goals identified in the FY 2022/2027 Consolidated Plan, the City of Cocoa developed a one-year Action Plan, which identifies community development projects that shall be undertaken between October 1, 2024 and September 30, 2025.
As required by HUD and the City’s Citizen Participation Plan, an ad was placed in the Florida Today newspaper summarizing the proposed projects with the actual allocations and a 30-day public comment period. The 30-day public comment period began August 21, 2024 and ended on September 21, 2024. All comments received during the comment period were noted in the document.
Projects were advertised with funding amounts of $119,567 for CDBG in accordance to Council’s approved recommendations on May 28, 2024.
