BACKGROUND:

 

The Florida Department of Emergency Management (FDEM) created the F-ROC (Florida Recovery Obligation Calculation) program in 2023.  This program will provide advance funding for disasters up to 80% of the estimated damages, dependent upon scoring achieved by meeting requirements of the program.  The City Council approved participation in the program for the FY2024 year.  Florida governmental entities must opt-in to the program each year to participate in the program.  During the open enrollment period, entities have the opportunity to improve their scores to get to the maximum 80% funding.  The award of the money is risk-based, meaning the higher the score, the less risk the recipient carries.  An entity achieving an 80% score has policies and procedures in place that reduce the risk that they claim non-eligible costs related to a disaster and demonstrates that the entity understands federal grant requirements.  The City earned a score of 60% so far for FY2024.  Additional points can be awarded upon completion of a post-disaster questionnaire to get to the 80% score.  Each entity that wants to participate in the program must train on the F-ROC program each year and opt-in through the F-ROC website. The opt-in period for FY2025 began July 1, 2024 and closes August 31, 2024.

 

Staff is requesting City Council approval to participate in the F-ROC program for FY2025.  Staff is also requesting approval of Resolution #2024-060 to delegate authority to execute F-ROC forms to the City Manager for FY2025.
