BACKGROUND:

 

The Patrick Leahy Bulletproof Vest Partnership (BPV) application funding period was open until June 10, 2024, and applications for funds were accepted until that time.

 

The Cocoa Police Department participates in this project by buying vests and by being reimbursed at a rate of fifty percent (50%) for the BJA qualifying purchases.  A qualifying purchase must meet the following requirements:

 

Jurisdictions receiving funding for reimbursement of body armor purchases must have a written mandatory wear policy for uniformed patrol officers in place when the FY2024 BPV applications are submitted.

 

Each vest purchased with FY2024 funds must meet the National Institute of Justice (NIJ) standards on the date it was ordered and must be American-made.

 

Jurisdictions receiving funding for reimbursements of body armor purchases must have in place a uniquely fitted vest requirement when the FY2024 BPV applications are submitted.

 

The grant is a two-year cycle and is based on newly hired positions and replacement vests for current officers.

 

The Department will need twenty new vests at an approximate cost of $1,343 per vest and be reimbursed for half of each vest or $672.  The total amount applied for would equal $26,857, with $13,428.50 being reimbursable. Upon award of the grant, staff will prepare an agenda item and BAF to recognize the grant award.

There is no further budgetary impact for FY2024.  The grant would not be awarded until FY2025.

 

The Department will prepare an additional agenda item to amend the budget upon grant award.  Project and budget account numbers will be assigned upon grant award.

 

 

PREVIOUS ACTION:

 

The Police Department has participated in the Bulletproof Vest grant for many years going back to 2008.
