body
BACKGROUND:
The City of Cocoa Capital Vehicle Improvement Program implements a systematic replacement of vehicles and equipment to minimize maintenance cost, equipment down time, vehicle equipment obsolescence, newer technology, and more efficient vehicles. One of Cocoa Fire Department’s apparatus has been identified for replacement, i.e. a 2005 Peirce Enforcer. A new replacement Fire Apparatus has been budgeted in fiscal year 2025.
A new Fire Apparatus has a 28-to-32-month manufacturing build time. Sutphen has 5 stock trucks coming off the assembly line that will be ready for delivery in the first quarter of 2025. These trucks have similar build specifications to Cocoa Fire’s current Apparatus. Purchasing one of these now would place the unit in service 24 months earlier. Staff reviewed the specifications and recommended purchasing one of these vehicles. A letter of intent to purchase was issued to Sutphen to hold the Apparatus until a Purchase Order could be issued.
The Sutphen Local Dealer South Florida Emergency Vehicle (SFEV) can make most of the modifications needed to match the Cocoa Fire Apparatus’ specifications. Below are the differences in specifications. These modifications will be done when the apparatus is delivered to SFEV during the equipment installation and body setup, and Pre-Delivery Inspection (PDI).
• Cab - Stock truck 73 inches - CFD Spec 75 inches could not be changed.
• Front Bumper - Stock truck 18 inch - CFD Spec - 24 inches could not be changed.
• Interior Color - Stock truck RED - CFD Spec BLACK & RED, Sutphen Dealer SFEV will repaint the upper cab black provide a full factory warranty.
• CFD Specs Cab Medical compartment - Stock Truck does not have this option - CFD Spec have a medical Compartment - SFEV will add the medical equipment compartment when the truck arrives.
• Rear Seat Compartment the back rear seats are in-board - CFD Spec the seats are out-board due to the medical compartment - SFEV will change the seating configuration to out-board to accommodate the medical compartment.
• Water Tank size - Stock Truck 1,000 gallons - CFD Spec 750 gallons this is a plus it gives the apparatus 250 additional gallons of water
Other than these differences, the truck is identical to CFD’s Apparatus Build Specifications and identical to E31 received earlier this year.
This purchase was budgeted to be funded with debt proceeds. The Finance Director is in process of issuing an RFP for debt issuance to fund this purchase. A purchase order will not be issued until the debt funding for this purchase is in place.
