BACKGROUND:
Solicitation ITB B-24-06-COC for the Lee Wenner Park Parking Improvements was broadcast in Vendorlink on March 19, 2024 to 1,219 registered vendors of which 50 reviewed the bid documents. A mandatory pre-bid meeting was then held on March 4, 2024 which was attended by 9 different contractors. On May 8, 2024, Purchasing conducted a public bid opening and received the following 5 responses:

The Cocoa CRA approved an interlocal agreement to provide funding this project for $2,187,121 at the July 1st CRA meeting and BAF # 24-101-IFT2 for an interfund transfer to the City of Cocoa general fund for the project funding.
As this Invitation to Bid was issued by the City of Cocoa and the City owns Lee Wenner Park, the bid must be awarded by the City. This project is in the CRA master plan, noted as planning the upgrades of Lee Wenner Park to improve and expand available parking for boating and proximate social and cultural events.
Staff is requesting approval of the interlocal agreement with the Cocoa CRA to provide funding for the project. Staff is also requesting approval of the bid award to Doug Wilson Enterprises, Inc, authorizing the City Manager to execute the contract with Doug Wilson, approval of a construction Contingency Resolution and approval of BAF #24-102-IFT to accept the interfund transfer from the Cocoa CRA to fund the project.
