BACKGROUND:
As of August 16, 2024, the City no longer has a Building Official under direct employment. In order to provide a continuation of services within the Building Division, it was necessary to contract with private providers to perform tasks associated with that of a Building Official. Those services included acting as the Certified Building Code Administrator over all permits, commercial and residential building inspections, all building plans reviews of permits and any other duties the Building Official conducted to meet Florida Building Code and Florida Statutes. Additionally, the task of Permit Technician will be added as a line item to assist with initial permit reviews due to the impending retirement of the Development Coordinator in the department.
To facilitate the smooth transition of services for the Building Division, two private providers have been selected to perform the responsibilities of the division. The first is Bruce Nelsen, CBO (Certified Building Official). Mr. Nelsen may serve as the Building Official on a daily basis, responsible for the development, administration, interpretation, application and enforcement of the codes adopted by the City and the Florida Building Code. Additionally, the City will contract with CAP Government, LLC to conduct building permit plans reviews, inspections, permit technician reviews, and serve as Assistant Building Official on the absence of the Building Official. Although it is anticipated that the revenue generated by the inspections will cover the cost of the service providers, the FY24 budget has been fully consumed for the cost of a building inspector, requiring the use of Building fund balance in FY24 to provide the revenue needed to pay for the services through the end of the fiscal year.
Staff is requesting approval of BAF #24-124-A and the related Budget Resolution, amending the FY2024 Budget in the amount of $63,200 to cover the costs of private provider services for the Building Division.
