body
BACKGROUND:
On February 21, 2024, Connect Consulting, Inc. and the City of Palm Coast, Florida, executed the 3rd (Final) Renewal of RFSQ-CD-20-31, Professional Hydrogeological Services effective February 21, 2024 through February 21, 2025.
The City of Cocoa supplies water to customers in their service area from both ground and surface water sources. The surface water source consists of the Taylor Creek reservoir. The ground water sources consist of the Intermediate and Upper Floridian Aquifers (UFA). Ground water is developed from a series of 48 wells, the first of which were constructed in the 1950’s and are still in service today. In summary, the wells operated by the City consist of four (4) different types of wells as follows:
1. Screened gravel-packed wells completed into the Intermediate Aquifer
2. Moderate yield, open hole wells completed into the UFA
3. High yield, open hole wells completed into the UFA
4. Aquifer storage and Recover (ASR) wells
The City of Cocoa wells are permitted under the City’s Consumptive Use Permit (CUP) No. 50245 issued by the St. Johns River Water Management District (SJRWMD) in December 2022. As with all wells and wellfields, individual wells have a life cycle. Given the cost of new wells, including well site acquisition, CUP/water allocation issues, ground water impacts, well head/raw water piping costs, power and remote operation issues, periodic evaluation and rehabilitation/repair or replacement of existing wells is cost effective in extending a well’s life cycle.
The scope of work included in this proposal is a continuation of the wellfield evaluation and rehabilitation work and includes conducting evaluations on wells; modification and /or rehabilitation of wells; pump repair/replacement; and other well-specific tasks identified by City Staff during the fiscal year as needed. The primary and typical services that we propose to conduct include the following:
- Evaluation of Public Water Supply Wells
- Well Pump Evaluation, Repair, and Replacement
- Well Modification and/or Rehabilitation
- Removal of Well Pumps and Debris
- Instrumentation Installation
- Discharge Piping and Wellhead Upgraded
- USGS Monitoring Well C Initial Abandonment
These services are budgeted at $250,000 annually and are included in the Adopted Budget each year.
City staff recommends approval of this multi-year piggyback contract with Connect Consulting, Inc. (CCI), for hydrogeological services to conduct wellfield evaluations and to rehabilitate, repair, or replace wells as needed in order to maintain, restore, and enhance the reliability of wellfield production in an amount not to exceed $250,000 per year of the contract. This is the 3rd (final) Annual Renewal with Connect Consulting, Inc. Staff is also requesting authorization for the City Manager to approve all task orders under this contract.
