Approve entering into a co-operative purchase agreement with, and issuing a Purchase Order to Goodson Paving, Inc. in the amount of $171,314.39 for the milling and paving of multiple streets and intersecting areas as needed to include, but not limited to A Street, B Street, C Street, Washington Avenue, Barbara Jenkins Street, and Japonica Lane using Brevard County Bid # B4-18-50, effective June 21, 2019 through June 20, 2020. Approve entering into a co-operative purchase agreement with, and issuing a Purchase Order to Goodson Paving, Inc. in the amount of $123,393.40 for the demolition and reconstruction of non-compliant ADA ramps, sidewalks and curbing on the roads milled and paved as part of the aforementioned work using Brevard County Bid # B4-19-07, effective January 14, 2019 to January 13, 2022. Although within the City Manager’s spending authority, Staff is also requesting that the City Council expressly authorize the City Manager to approve any change orders up to a 10% contingency in the amount of $29,470.78 for any additional work, as needed. A Resolution is not required for this contingency.End

BACKGROUND:
The Public Works Department has an annual repaving program to address roads that are in failing or poor condition. In 2015 The City completed an entire analysis of the road and sidewalk network. The analysis included the evaluation of the pavement condition, roadway structural condition and sidewalk trip hazards. The study is updated annually through the use of GIS and serves as a guiding program to address the City’s needs. While the roadway conditions are scored through an industry standard degradation schedule, staff also performs on-site analysis to ensure resources are allocated in the best manner.
These proposed roadways have deteriorated due to higher traffic volumes, repairs, and age. In addition, there are various locations with damaged sidewalks and non-compliant ADA curb ramps that need replacement. City Staff is seeking a 10% contingency in the event there are deficiencies uncovered during the construction process.
STRATEGIC PLAN CONNECTION:
Repaving will create a safer driving environment and ADA compliant curb ramps are safer for pedestrian traffic.
