BACKGROUND:
The City of Cocoa Purchasing Division resolicited the RFP for 603 Brevard Avenue in accordance with the CRA board’s decision made during its January 9, 2024 meeting. RFP # P-24-01R-COC was published in the City’s bidding platform, Vendorlink, on February 2, 2024. The solicitation was also advertised in the Florida Today and posted to the City of Cocoa’s website. A total of 3,282 notifications were sent out to vendors with 28 individual downloads of the RFP.
Proposals were due on March 19, 2024 at 3:00 PM local time and a public proposal opening was conducted immediately after by the Purchasing Division. The City received three proposals from the following companies: Bluestone Developers, LLC, GLZ Industries, LLC, and 360 Hospitality, LLC. The City also received a late response from Signature Investment Hospitality Group, LLC which was not considered as per the rules established in the RFP.
On March 26, 2024, the Evaluation Committee held a public meeting to review the responses to the solicitation. The committee was comprised of the following individuals:
• Charlene Neuterman, Director of Community Services, City of Cocoa
• Amanda Muzaurieta, Executive Director, Historic Cocoa Village Main Street
• Candace Rogers, Agency Member, Cocoa Community Redevelopment Agency
During the meeting, the committee reviewed the proposals submitted and determined that presentations by each proposer would be required to facilitate the evaluation process.
Presentations before the committee took place April 11 through April 12 at Cocoa City Hall. The proposers were given the opportunity to present their project vision and respond to the committee’s questions. The Evaluation Committee then completed their scoring worksheets independently and submitted the results to the Purchasing Manager.
On April 17, 2024, the Evaluation Committee reconvened at a public meeting to review the scoring results and recommend one Developer to the Cocoa CRA. The Committee determined 360 Hospitality Group, LLC to be the most qualified submittal having received the highest technical score in accordance with the criteria established by the Agency.

The selected Developer has agreed to attend the May 6th CRA meeting to provide a presentation to the Agency and respond to any questions by Agency Members.
Should the Agency accept the proposal from 360 Hospitality Group, LLC, Staff is requesting the City Manager and Agency Attorney begin negotiations of a Redevelopment Agreement that will be presented before the Agency for approval.

The previous RFP P-24-01-COC submitted proposal was rejected by the Agency and Staff were directed to repost the RFP for a second time.
