BACKGROUND:
The Advanced Waste Treatment (AWT) requirements per Florida Statute 403.806 mandate stricter limitations on wastewater effluent by July 1, 2025. The result of the statute effectively requires upgrades to the Internal Recycle Pump (IRP) system at the Jerry Sellers Water Reclamation Facility (Sellers WRF) to be in place and fully operational several months prior to the AWT deadline, allowing time for testing and tuning of the system during wet and dry seasons prior to the AWT deadline, in order to meet compliance requirements. The work generally consists of the replacement of pumps, motors, piping, pad mounts, and related appurtenances.
In addition to the AWT requirements, the City has been ordered to perform rehabilitation and replacement of components within the Influent Pump Station (IPS), Transfer Pump Station (TPS), and headworks areas of the Sellers WRF pursuant to a Consent Order with the Florida Department of Environmental Protection (FDEP). The work generally consists of the replacement of pumps, piping, gates, and related appurtenances, as well as the refurbishment of the concrete basins of the IPS and headworks areas.
Due to time and space constraints, the IRP Replacement Project will be consolidated with, and performed in conjunction with, the IPS and TPS Rehabilitation Project.
Carollo Engineers, Inc. (Carollo) previously completed the design for the IPS and TPS Rehabilitation Projects under Task Order 2019-09, approved by City Council on June 26, 2019.
On September 13, 2022, City Council approved Task Order 2023-27 with Carollo to provide preliminary and final design services for the IRP Replacement Project, to combine this project with the previously-designed IPS and TPS Rehabilitation Projects, and to provide bidding and procurement assistance for the construction of all three projects using the prequalified Construction Managers At-Risk (CMAR) under RFQ 19-04-COC. The IPS Rehabilitation Project was added to the scope of possible wastewater projects as an Amendment to the three existing Master Services Agreements for CMAR services per City Council approval on August 23, 2022.
The scope of work under requested Task Order 2024-05 with Carollo consists of engineering services during construction (SDC) for the IRP, IPS, and TPS Replacement and Rehabilitation Projects, to include items such as overall construction contract administration and CMAR oversight, construction submittal review, assistance on progress meetings, responding to requests for information, reviewing field and change orders, reviewing pay applications, observation and inspection of on-site construction, as-built review, and project closeout.
Staff recommends approval of this agenda item to accomplish the required work in a timely manner in order to remain in compliance with regulatory deadlines.

PREVIOUS ACTION:
On November 10, 2015, City Council approved Task Order No. 31 with CDM Smith, Inc. (CDM Smith) to provide permitting, structural inspection, and final design services for the Sellers WRF Flow Improvements Project, consisting of the IPS and TPS Rehabilitation Projects. In September 2016, CDM Smith submitted a final design, including drawings and specifications.
On January 24, 2017, City Council approved Task Order No. 45 with CDM Smith to provide bidding and construction services for the Sellers WRF Flow Improvements Project, consisting of the IPS and TPS Rehabilitation Projects. The construction, however, was postponed due to lack of funding.
On May 8, 2018, City Council approved Carollo to provide engineering services for wastewater collection, treatment and disposal systems under RFQ-18-10-COC.
On June 26, 2019, City Council approved Task Order 2019-09 with Carollo to update CDM Smith’s 2016 design product to include drawings, specifications, and calculations.
On December 11, 2019, City Council approved Amendment No. 1 to Task Order 2019-09 with Carollo to include engineering services for the rehabilitation of the headworks area as part of the IPS and TPS Rehabilitation Projects.
On March 23, 2021 and on April 26, 2022, City Council approved the First and Second Amendments, respectively, to RFQ-18-10-COC with Carollo Engineers, Inc. to provide engineering services for wastewater collection, treatment and disposal systems.
On August 23, 2022, City Council approved a Resolution waiving the competitive bidding process for the construction of the IPS Rehabilitation Project, and approved Amendments adding the IPS Rehabilitation Project to the scope of possible wastewater projects to the Master Services Agreements for CMAR services.
On September 13, 2022, City Council approved Task Order 2023-27 with Carollo for engineering design services for the IRP Replacement Project, and bidding and procurement assistance for the IRP, IPS, and TPS Replacement and Rehabilitation Project as a multi-year contract.
On May 23, 2023, City Council approved Carollo to provide engineering services for wastewater collection, treatment and disposal systems under RFQ-23-13-COC.
