BACKGROUND:
Wave conditions caused by Hurricane Nicole destroyed the day dock facility at Lee Wenner Park. The CITY wishes to develop preliminary (permit-level) engineering design and seek environmental permits to replace the docks and construct a riprap revetment along the existing bulkhead shoreline. The riprap revetment would serve to reduce reflected wave energy and minimize structural damage during future coastal storms.
Scope of work includes the following:
Phase 1 - Project Management and Meetings
Phase 2 - Data Collection and Site Reconnaissance
Phase 3 - Coastal Analysis and Design Wave Assessment
Phase 4 - Preliminary (Permit-Level) Engineering Design
Phase 5 - Environmental Permitting
Staff recommends approval of a Multi-Year Task Order 2024-07 with Mead & Hunt, Inc. for the Design, Permitting and Services to Replace the Day Dock Facility and RipRap Revetment at Lee Wenner Park project GR2404 for $165,980.00.

PREVIOUS ACTION:
Council approved the grant application 3/14/23. The CRA board approved the 50% Match Funding on 12/4/23 to the Capital Project Fund 304. Agenda 23-709 was approved on 12/12/23 to Authorize the City Manager to Execute the FIND Grant Agreement, BV-CO-23-159 for Phase 1 Design of Dock Slips at Lee Wenner Park and a Breakwater/Riprap structure. Approve a Resolution Amending the FY24 Budget, BAF#24-027-IFT, accepting the FIND Grant Revenue and the Transfer from the Cocoa CRA for the Match.
