BACKGROUND:
The Public Works Stormwater Utility owns and operates a 2014 VAC-CON Stormwater high water pressure jet and vacuum system, mounted to a 2021 Mack Cab & Chassis, for maintenance of the City’s 65 miles of stormwater pipe and related infrastructure.
In 2022 the 12-yard debris tank was showing signs of rust deterioration on the inner walls of the tank. A steel liner was installed as a temporary repair. The tank is a VAC-CON specific custom factory tank that is designed and built by VAC-CON of Green Cove Springs, Florida. The temporary repair has now failed and a replacement tank is required. Southern Sewer Equipment Sales is the Sole Dealer for Sales, Parts & Service for the VAC-CON Factory in the State of Florida. City Council previously approved a resolution to waive competitive bidding related to this repair on June 6, 2023 under agenda item 23-314. The estimate for the repairs of the VAC-Con truck it $73,110.
The other repair requested under this item will be to a 2014 Tymco Street Sweeper. The vehicle’s pick-up assembly has rusted and needs replacement. The estimated cost of this repair is $16,834.
Funding for these repairs along with an additional $20,056 in case the actual costs of these repairs is greater than the initial estimates is being requested. BAF 24-055-T in the amount of $110,000 is attached to this agenda item. Should additional work be required, authorization is requested for the City Manager to be able to approve purchases up to the approved budget amount.
This equipment is essential to the daily operations of the Stormwater Division.

PREVIOUS ACTION:
On June 6, 2023 Council approved a resolution to waive competitive bidding, by way of Sole Source to Southern Sewer Equipment Sales of Orlando Florida for repairs to the Vac-Con.
