BACKGROUND:
The Dyal Water Treatment Plant (WTP) operates and maintains a water treatment facility that provides potable water to the City of Cocoa, other surrounding municipal customers, Port Canaveral, and three local federal government installations. The WTP utilizes certain chemicals during the water treatment process in order to remain in compliance with federal, state, and local regulations. One of the chemicals used during the treatment process is Soda Ash which increases the alkalinity and stabilizes the pH of the finished water.
The City of Cocoa currently has an approved contract to purchase Soda Ash, with Genesis Alkali, which will expire on September 30, 2021. The Dyal Staff is asking that the contract between Genesis Alkali and the City of Cocoa be extended for an additional sixty (60) days with a price increase of $430 per ton from $391.40 per ton, for the convenience of the City of Cocoa. After the sixty (60) day extension expires, the City will have entered into a new multi-year contract agreement with Genesis Alkali LLC under Invitation to Bid # ITB B-21-31-COC.
Staff recommends the approval of the sixty (60) day Addendum so the Dyal WTP can continue to purchase Soda Ash between the transition of contracts.
