BACKGROUND:

The 2023 Florida Inland Navigation District (FIND) grant guidelines were released in January 2023 for Intracoastal Waterway municipalities to apply for funding to support waterway related projects within the District. Grant applications were due for submission on March 27, 2023. Projects scoring the minimum number of points are eligible for funding. The funding for projects was released on October 1, 2023 after approval by the FIND Commissioners.

The FIND Grant provides up to 50% funding assistance for the projects. The approved funding is $168,000. This Design and Permitting grant will provide the engineering and permitting necessary to construct a new docking system and breakwater to replace the destroyed day slips during the 2022 hurricanes. The CRA would be responsible for the 50% match in the amount of $84,000, which is transferring to the Capital Projects Fund 304.

Once the agreement is executed Staff will move forward with the appropriate task orders to engage a waterfront consultant from the City's Continuing Services to begin the design process. The design should be complete by September 30, 2025. Once the permitting process begins, the duration for completion may be extended depending on the complexity of the breakwater system.
