Approve a Budget Resolution Amending the FY24 Budget, BAF#24-025-T for the use of Stormwater Contingency funds for the following:
1) $24,907 for a Task Order Modification to Mead & Hunt for additional Engineer of Record (EOR) support services for the construction of the Fiske Blvd. and Broadmoor Acres Drainage Improvements Project. Authorize the City Manager to sign the Task Order Change Order and issue the Change Order.
2) $27,826 for the cost of the Floating Wetlands Bond.

BACKGROUND:
1. Fiske and Broadmoor Acres Drainage and Roadway Improvements:
This project will construct drainage and sidewalk improvements in the Broadmoor Acres Area, replace water main, and reconstruct roadway from Highland Avenue to Peachtree Street on Fiske Boulevard. This project is fully designed and permitted.
On August 4, 2022, the City of Cocoa (City) held the Bid Opening for the Fiske Blvd. Roadway and Broadmoor Acres Drainage Improvements Project (FEMA-DR-4337-FL). The City received two bids. One bid was a notice of "No Bid". The other bid came in at $4,997,446.30. As recommended by FEMA, the City reposted the bid on August 30, 2022. On October 14, 2022, there was another public bid opening. For a second time, the City received a single bid of $5,471,014.80.
On April 26, 2023, City Council approved a task order in the amount of $66,860.00 to Mead & Hunt for Engineer of Record (EOR) support services for the construction of the Fiske Blvd. and Broadmoor Acres Drainage Improvements Project. On October 10, 2023, Council awarded this project to Cathcart Construction Company.
