Approve an Amendment of a multi-year piggyback agreement for Surveying Services with Southeastern Surveying and Mapping Corp., based on the City of St. Cloud contract RFQ 2022-032. Authorize the City Manager to approve amendment or extensions to the agreement effective on June 29, 2023, and renew upon expiration of the initial term on September 30, 2023, through September 16, 2025. Authorize the City Manager to Adjust the FY24 Budget and approve Purchase Orders as needed, and within his Authority.

BACKGROUND:
The Planning and Zoning Division from time to time requires the support of a qualified professional surveyor to perform land surveying services related to land use applications. Tasks such as reviews of proposed plats are needed to ensure compliance with state and local regulations.
To obtain these services, City staff is requesting to piggyback the City of St. Cloud contract RFQ 2022-032 with Southeastern Surveying an Mapping Corp. On June 29, 2023, the City Manager executed a piggyback agreement through September 30, 2023 for the remainder of fiscal year 2023 which was within his authority. City staff is now requesting the approval City Council to extend that agreement through the entire term of the St. Cloud contract through September 16, 2025. Furthermore, Staff is requesting that the City Manager be authorized to extend the agreement for two additional one-year terms with a final expiration of September 16, 2027 if desired.
Individual project specific task orders will be issued under this agreement. The City Manager may approve task orders within his purchasing authority. Any task orders which exceed the City Manager's purchasing authority will be presented to City Council for approval.
