Approve a multi-year contract for cured in place stormwater pipe lining (CIPP) with Inliner Solutions, LLC piggybacking off the St. Augustine Beach Construction Agreement No. 23-07-MCA-ILS in the amount of $167,790. Authorize the City Manager to sign contract amendments, renewals and purchase orders up to the annual budgeted amount. Request Approval to Transfer Funds, BAF# 25-013-T in the amount of $7,790 From Stormwater Fund Contingency.

BACKGROUND:
The City's drainage system is comprised of inlets, curbs, concrete and metal pipes, as well as open swales and ditches. Due to material interactions and soil conditions, over time metal pipe corrodes to the point that the pipe allows soil to enter the pipe, impeding stormwater flows. This can cause potential flooding and create subsidence issues.
The Cured-In-Place Pipe Lining process is a technique that involves installing a resin liner into the pipe, filling it with hot water that expands the liner and molds it to the inside of the pipe and cures it. This technique allows the pipe to be repaired without excavation for replacement, thus minimizing disruptions to residents and traffic.
Funds were budgeted in Fiscal Year 2025. Some contingency funds are required to cover the shortfall and a BAF is being requested.
For future fiscal years, as this is an ongoing program to continually rehabilitate the City's stormwater infrastructure Staff also requests that City Council authorize the City manager to issue purchase orders through Fiscal Year 2027 with optional annual renewals through Fiscal Year 2029 up to the approved adopted budget amount in each year.
