BACKGROUND:

This Request for Proposal ("RFP") is issued in accordance with the Community Redevelopment Act of 1969 (s. 163.330 - s. 163.463, Florida Statutes) and specifically related to the disposal of real property provisions set forth in Section 163.380, Florida Statutes.

The RFP (Exhibit A) invites developers and interested parties to submit a proposal to purchase and develop the 4.38-acre parcel situated at the Southwest corner of Rosa L. Jones Blvd. and Florida Ave., having an address of 915 Florida Avenue. A companion parcel (.55-acres) lies contiguous to the subject site and is owned by the City. The companion parcel, located within the City of Rockledge limits, will also be available to the selected developer for ancillary uses through an agreement with the City. There are several billboards on the parcel that must be maintained, and ownership of the parcel will be retained by the City.

This RFP is substantially based on the RFP recently used by the Cocoa CRA for a different property located at 603 Brevard Avenue and should already be familiar to the City Council. The RFP sets forth the intent by the City to sell/offer approximately 4.38-acres within the Cocoa Community Redevelopment Area for the purposes of developing the site for its highest and best use consistent with the findings set forth in the report issued by Tuttle-Armfield Wagner Appraisal and Research, Inc. on January 26, 2024.
