BACKGROUND:

In Fiscal Year 2024, the City of Cocoa applied for a Vulnerability Assessment Grant to update the resilient planning protocols for the City. The Florida Department of Environmental Protection (FDEP) awarded the City a $75,000 planning grant to assess the City's protocols and build upon the previous 2020 Resilient Cocoa Plan. The Vulnerability Assessment must include specific items that are outlined in Florida Statute 380.093. This update will allow the City to qualify and apply for State FDEP grants to better serve the City as it continues to grow.

Staff recommend utilizing EXP as the consultant to perform the services necessary to comply with the grant guidelines. EXP is currently under a Continuing Services Agreement with the City to perform such services and their experience with other City's will allow us to be more prepared and adaptable to any storm event.

The proposed task order to this contract is for $74,945.50 and is within the CM's current purchasing authorization to approve.


The tasks associated with the EXP Work Plan identified by FDEP include:
1. Identify Vulnerability Assessment Data Standards - include the sea level rise scenarios and planning horizons defined in Florida Statutes 380.093.
2. Kick-Off Meeting, Client Communication and Decision Context - include reviewing previous work and developing a plan to address scope, goals and milestones.
