Approve a Resolution Updating the Utility Handbook's Policies and Procedures (1000.8), for FY25. End

BACKGROUND:
Staff has reviewed the Utility Handbook. Below are the highlighted procedural changes within the attached document:
* Document that commercial deposits are regularly audited and reassessed for the appropriate deposit amount. [Section 6. H Utility Administrative Fees & Charges]
* Document that the removal of bees by the customer from the water meter box is not a reimbursable event. Rather, the City has a no-kill process and bee keeper to remove any bees. [Section 9.K Bee Removal]
* Change the penalty calculation of the Illegal Connection Fee to change from estimated usage of minimum 100,000 gallons to three (3) times the highest tamper fee for each instance which is $1,500. Historically the fee has been calculated at 100,000 gallons of water usage which is approximately $1,4326.52 for outside customers. * Includes various other administrative language corrections that are not policy in nature.

In Fiscal Year 2020 a full rate study began and concluded March of 2021. Through Resolution 2021-016 the Utility Handbook and rate schedules were updated.
In Fiscal Year 2021 through Resolution 2021-086 the Utility Handbook and rate schedules were updated.
In Fiscal Year 2022 through Resolution 2021-120 the Utility Handbook and rate schedules were updated.
In Fiscal Year 2023 through Resolution 2022-074 the Utility Handbook and rate schedules were updated.
