BACKGROUND:

Proposals for the subject offering were opened on September 20, 2019, at 3:00 p.m. Purchasing sent out six hundred seven (607) Requests for Qualifications and received one (1) response from thirty-seven (37) plan holders. Jacobs Engineering Group Inc. (Jacobs) was the one proposal package received by the City. It was reviewed by Staff and found to be complete and qualified for consulting services for water supply, treatment, transmission, and distribution systems.

On February 5, 2020, Purchase Agreement to RFQ-20-03-COC with Jacobs for continuing engineering services for the water system was executed for a term of three years. The Agreement includes the option to extend for two additional two-year terms with the same terms and conditions.

Approval of the First Amendment was approved by City Council on December 13, 2022 which initiated the first two-year renewal option, extending the term of the Agreement through February 4, 2025, and which updated the construction cost limitation of the agreement under the previously amended Statute 287.055, the Consultants' Competitive Negotiation Act (CCNA).

The Second Amendment will initiate the second and final two-year renewal option with Jacobs, extending the term of the Agreement to February 4, 2027.
