Authorize the City Manager to negotiate the sale of City of Cocoa asset 9518 T32, a 2015 Sutphen SPH-100 Tower Ladder Truck, through Sourcewell Contract 120921-BLE; Authorize a Budget Amendment to receive revenue from the sale of SPH-100; Approve a Resolution Amending the FY24 Budget, BAF#24-026-A, and Authorize a Change Order to PO# 80739 2024 / 2025 Sutphen Heavy Duty Monarch Pumper Rescue Truck and convert this truck to a 2024 / 2025 Sutphen SL75 Aerial Heavy-Duty Pumper Rescue Truck.

BACKGROUND:
The City of Cocoa Fire Department owns and operates a 2015 Sutphen SPH-100 Tower Ladder Truck. This Apparatus has been primarily used as Fire Rescue Truck. The truck is not configured to be used as a Heavy-Duty Fire Pumper Rescue Truck. Using this truck in this operational capacity has created higher than normal repair and maintenance costs. In addition, this has led to usually high down-time. Staff researched & located a vendor that is willing to purchase the truck for $525,000 utilizing Sourcewell Contract 120921-BLE. BAF #24-026-A recognizes the proceeds from the sale of the fire truck and provides additional funding for the below.
Cocoa Fire Department needs an apparatus that is more conducive to its operational needs such as an Aerial Platform and a Heavy-duty Fire Pumper Rescue Truck (Quint). Cocoa Fire has a second Heavy-duty Pumper Rescue Truck on order. That truck, however, has not been built by the manufacturer. Staff is recommending that the 2015 Sutphen SPH-100 be sold and the proceeds from the sale ($525,000) be used to purchase a truck that would be more versatile and more in line with Cocoa Fire operational needs, i.e. a 2024/2025 Sutphen SL75 Aerial Heavy-duty Fire Rescue Truck.
