BACKGROUND:
Highway Maintenance Memorandum of Agreement (AR492) between the City of Cocoa and the Florida Department of Transportation (FDOT) is set to expire March 31, 2020. The replacement agreement, ASE66, has been submitted for the City’s approval. This agreement shall be for a period of three years from the effective date on the Notice to Proceed, and may be renewed for a period that may not exceed one three-year term.
As part of this agreement, the City of Cocoa’s maintenance responsibilities includes mowing, trimming, and litter removal along portions of State Road (SR) 501, SR 529, SR 5, SR 524, and SR 520, as described in Exhibit B of the attached Agreement.
Following a Notice to Proceed, FDOT agrees to pay the City of Cocoa compensation for the cost of maintenance as described in the attached Agreement. The payment amount will be $17,782.50 per quarter or $71,130.00 per year. The current FY2020 Budget has revenues of $52,336, which was in the previous agreement at $13,084 a quarter, therefore a budget amendment accepting the additional $9,397 in revenue outlined in the new agreement is attached, for the second two quarterly payments in FY2020.

STRATEGIC PLAN CONNECTION:
This agreement allows the City of Cocoa to provide a higher level of service towards landscaping and associated maintenance along high visibility corridors in the City. This helps to improve the City of Cocoa’s image and brand.
BUDGETARY IMPACT:
Revenue from FDOT will be realized to partially offset the City’s cost of increased maintenance. The below Budget Amendment is to accept the additional revenue outlined within the new agreement.

Two quarterly payments under the previous agreement from FDOT, for Median Maintenance for State roads: $13,084 X 2 and two quarterly payments under the new agreement $17,782.50 X 2 for the total revenue of $61,733 for FY2020. FY 2021 and FY 2022 will be all at the new rate of $17,782.50 X 4 quarters, for a total of $71,130 in revenue.
PREVIOUS ACTION:
Prior agreement AR492 was approved by Council at the January 28, 2014 meeting as Item VIII.2.
