BACKGROUND:
At the November 13, 2019 City Council meeting, the City Council considered the City’s existing local vendor preference policy which is currently part of the City’s Purchasing Policy Section 15 published in the City’s Financial Operations Manual. The existing policy was adopted by the City Council in 2009.
Upon review the City Council supported maintaining the local preference policy, but directed that changes be made and presented in an ordinance for further consideration. The changes include: (1) increasing the threshold from 3% to 5%; (2) require the local business to match the lowest bid as a condition of receiving a local preference; and (3) require the City Manager to provide the Council an annual report on the use of the local preference in order to allow the Council to regularly evaluate the effectiveness of the local preference policy.
