BACKGROUND:

 

The Utilities Department Engineering Division staff has identified the existing force main along U.S. Highway No. 1 as a single point of failure within the City of Cocoa wastewater collection system. A hydraulic model analysis of the wastewater collection system reveals a deficiency in this section which can be resolved by extending the force main from U.S. Highway No.1 to Clearlake Road creating a circular flow path. During design, it was determined to be beneficial in construction costs to incorporate a reclaimed water line extension into the same project. The goal is to increase operational flexibility in the wastewater collection system and to improve flow and pressure in the reclaimed system.  The optimal scenario selected for design consists of the extension of 3,000 Linear Feet of 10-Inch PVC force main from U.S. Highway No.1 to Clearlake Road. This plan also includes the reuse main extension consisting of 123 Linear Feet of 4-inch PVC, 1310 Linear Feet of 6-inch PVC, and 210 Linear Feet of 12-inch DIP from U.S. Highway No.1 to Clearlake Road.

 

Staff is requesting City Council approval of Task Order 2020-14 with Bussen-Mayer Engineering Group, Inc. as a multi-year contract from FY2020 through FY2021 to provide engineering services during the construction phase of the Michigan Avenue Force Main and Reuse Main Extension, Project No. WS17MI.  Under this task, Bussen-Mayer will attend a preconstruction conference with the applicable utilities companies, review and approve shop drawings and material submittals, assist with underground utility location coordination and conflict assessment in association with utility companies, complete general routine site visits and inspection, provide “specific event” inspections, file the NPDES notification at the commencement of construction, monitor erosion control measures pursuant to the Storm Water Pollution Prevention Plan (SWPPP), attend regularly scheduled progress meetings and field meetings, evaluate quantities and provide certification or approval of monthly pay requests, assist in addressing RAI’s, review as-built drawings for compliance with approved plans and permits, attend the final inspection of the project in conjunction with the appropriate agencies and the contractor, and assist with developing a punch list of construction deficiencies.

PREVIOUS ACTION:

 

On March 28, 2017, City Council approved Task Order 2017-29 with Bussen-Mayer Engineering Group, Inc. to provide surveying, design, and permitting services required for bidding and construction of the Michigan Avenue Force Main Extension.

 

On August 14, 2018, City Council approved Amendment #1 to Task Order 2017-29 to incorporate a reclaimed water main extension into the Michigan Avenue Force Main Extension.
