BACKGROUND:
The applicant, James Box, submitted a Commercial Façade Improvement Program Grant Application on November 7, 2019 for approval. The property address is 1149 Lake Drive (Just For Kids Childcare Center) and the applicant desires to make the following improvements to his building:
• Install a 6 foot privacy fence (vinyl) on the east and west side of the property.
Per the application, the owner is proposing installing approximately 320 feet of fencing on the east and west side of the property. The east side of the property is adjacent to the back entrance of the Cocoa Police Department. Fencing here will protect children from police vehicles entering and exiting the department parking area. The west side of the property is adjacent to a drug rehabilitation center. Fencing here will protect the children participants in the drug rehabilitation center. The manager of the drug rehabilitation center is supportive of this fencing installation.
The amount of the grant funds requested is $3,805. The proposed total amount of the façade project will be $7,610. The Diamond Square CRA has $15,000 budgeted in FY2020 to award Façade Grants throughout the fiscal year. Since the beginning of FY2020, no awards have been granted. If this grant is awarded $11,195 will still be available for future awards.
Pursuant to Article III of the Commercial Façade Improvement Program Policy, “façade rehabilitation, stucco restoration, replacement/reconstruction of architectural features, awnings and lighting” which is visible from the right of way, are intended to preserve and protect the structure and aesthetic integrity of the existing commercial building, are an eligible expense. Therefore, the proposed improvement project is eligible for façade grant funding.
In accordance with Article II of the Commercial Façade Improvement Program Policy, the amount of any grant shall be determined at the Board’s sole discretion based on the following factors:
1. The estimated value of the proposed private investment;
2. The extent that the private investment incorporates more primary improvements versus ancillary improvements such as building cleaning and painting;
3. The historical and cultural significance of the property;
4. The potential economic and fiscal impact of the proposed project on the City of Cocoa; and
5. Whether the applicant is a for-profit or non-profit entity.
Based on the aforesaid factors, Staff requests and recommends approval of the grant application in the amount of $3,805.
Upon approval, Staff will complete and the City Manager will execute a Façade Grant Agreement with the applicant.
