BACKGROUND:

The City of Cocoa Utilities Department budgeted $680K for the City's Cross Connection Control Program for FY2020. This program includes the assessment, testing, repair and replacement of cross connection control devices as required and regulated by the Florida Department of Environmental Protection (FDEP). Through competitive Bid B-2014-07-COC, a contract was awarded to survey, test and repair cross connection control devices. This program will be continued annually as required by FDEP.

This task order will provide augmentation to City personnel through Jacobs in the form of additional project management, quality control, and long-term strategic planning for the Cross Connection Control program for FY2020. Tasks include monthly progress meetings, contractor coordination and oversight, data quality control, and assistance in planning for long-term activities associated with the results of surveying and testing of cross connection control devices.

New Jacobs contract was approved by City Council on November 13, 2019 under RFQ-20-03-COC, and signed on February 5, 2020. Staff requests approval of Task Order 2020-02 with Jacobs.
