BACKGROUND:
On November 13, 2019, City Council approved the final ranking of firms for RFQ-20-03-COC, Engineering Services for the Water System and authorized the City Manager and City Attorney to negotiate and execute a multi-year contract with the selected firm, Jacobs Engineering Group, Inc. (Jacobs) fka CH2M Hill Engineers, Inc. This agreement was entered on February 5, 2020, for three years with the option to extend the term for two (2) additional two (2) year terms.
Staff is requesting City Council approval of Task Order 2020-07, City of Cocoa America’s Water Infrastructure Act (AWIA) Section 2013 Compliance Support under this new Continuing Services Agreement (CSA). This task order will provide assistance to the City of Cocoa to meet the AWIA requirements including the following subtasks:
- Task 1 - Project Initiation
- Task 2 - Risk and Resiliency Assessment
- Task 3 - Emergency Response Plan Update
This task must be completed by March 31, 2020 and normally takes 6 months to complete. Because time is of the essence to complete this task quickly in order to be in compliance with the AWIA Section 2013, staff has issued a Notice to Proceed to Jacobs Engineering in anticipation of Council approval of this agenda item. Staff is also requesting approval of a budget transfer in the amount of $188,914 to fund this task order. Funds will be transferred from Account No. 421-4010-536.39-00, Contingency to Account No. 421-4010-536.31-00, Professional Services.
Staff recommends approval of Task Order 2020-07 to meet the AWIA requirements.
