BACKGROUND:

The City of Cocoa is currently at the completion of constructing of the new Dr. Joe Lee Smith recreational center that includes modifications to the entire park. Included on the site is a public swimming pool that is being resurfaced as part of the original construction scope of work. The existing center and associated park area are maintained and operated by Brevard County through an Interlocal Agreement (expired 2011) and revenues received from the District 4 Recreational District. In order to ensure the facility and park area meet the needs of the District 4 residents, additional facility and site improvements are necessary.

Each year annually the District 4 Recreation Board recommends an annual budget to the Brevard County Commission for adoption. Within this annual process should there be sufficient revenue for capital improvement projects, each municipality in District 4 provides a priority of funding allocation for the identified capital needs. Due to the Dr. Joe Lee Smith recreation center project timing, the City is redirecting the FY 2020 capital funding to support additional improvements to the recreational amenities within the facility and supporting site related improvements. This portion of the project is currently being jointly funded by the City of Cocoa, Housing and Urban Development (CDBG), the Diamond Square Redevelopment Agency and Brevard County.
