BACKGROUND:
The Dyal WTP has four large High Service Pumps (HSPs) that pump water to the distribution system, which in turn supplies potable water to the utility customers. Maintaining these pumps in running condition is a critical component of the Dyal Water Plant.
As part of the previously awarded Chemical Conversion Reliability Improvement Project (CCRIP), a second piping manifold and an additional high-speed pump room will be constructed in order to provide redundancy for the Dyal WTP. HSP #2 and #3 will be removed from the current pump room and relocated to the new HSP room. Prior to the relocation and installation, HSP #2 and #3 are required to undergo routine scheduled maintenance. This may require sub-component refurbishment at which extent will extend the service deliverable beyond five (5) days per para 2.3 of the Agreement, this necessary maintenance will ensure future reliability. Due to the extensive amount of work needing done, the projected downtime is approximately 12-14 weeks. Since refurbishment of sub-components is required as part of the maintenance, the Department elects to waive the termination provision of the Agreement since services go beyond the five (5) day routine maintenance deliverable provision.
