BACKGROUND:

 

The School Board of Brevard County and Cocoa Police Department desire the renewal of the multi-year agreement to provide a School Resource Officers for the 2020-2021 and for the 2021-2022 school years.  During the 2018 legislative session the Marjory Stoneman Douglas High School Safety Act was signed into law and requires a number of school safety initiative.  Of the more pressing initiatives is for assignment of one or more safe-school officers at each school facility.

Staff is requesting Council’s approval of this multi-year contract for the FY20/FY21 and the FY21/FY22 budget years, pending final approval of the City of Cocoa’s budget and the Brevard County School Board budget.  Brevard County School Board is requesting that there be two (2) signed originals.  Once two (2) fully executed contracts are complete, one (1) original will be sent to our agency.

 

 

STRATEGIC PLAN CONNECTION: 

 

By assigning a School Resource Officer to Cocoa High School, Endeavour Elementary School and Cambridge Elementary School we are able to prevent juvenile delinquency by promoting positive relations between youth and law enforcement.  The School Resource Officer position encompasses three major components which allow the School Resource Officer to achieve this goal:  law enforcement, education and counseling.  These three components allow the School Resource Officer to take a proactive approach to law enforcement.  School Resource Officers are not just ‘cops’ on campus.  School Resource Officers provide all law enforcement duties on their campus.  They educate the students by teaching law related classes and other related subjects in the classrooms and counsel both students and parents on various topics.  The School Resource Officer becomes involved in the students’ lives as a positive role model.  The intent is that the positive experiences students have with the School Resource Officer will bridge the gap between juveniles and law enforcement, and in doing so, help prevent juvenile crime.  This agenda item specifically affects Crime and Public safety.

 

 

BUDGETARY IMPACT:

 

Reimbursement from Brevard County Schools will be on a Budgeted 190 school day basis with the City of Cocoa placing one Officer at Cocoa High School, one Officer at Endeavour Elementary School and one Officer at Cambridge Elementary School beginning July 1, 2020 and ending June 30, 2021.  During this time the Brevard County School Board will reimburse the City of Cocoa $171,000 for School Resource Officers services.
