BACKGROUND:
In 2014 the Police Department obtained MorphoTrak systems to capture fingerprints and transmit them electronically to the Florida Department of Law Enforcement. The company has since then changed their name to IDEMIA.
The current system is not Windows 10 compatible, which prevents the transmission of fingerprints. To resolve this issue, a system upgrade is required. The Police Department budgeted for the upgrade in its' 2021 CIP and was approved by Council.
The IDEMIA Livescan System is used for fingerprinting applicants throughout the City of Cocoa for pre-employment background investigations. It is also used for fingerprinting vendors who work with the City of Cocoa for unescorted access throughout the facilities and finally, pre-COVID, it was used for Citizens fingerprint processing.
This contract service agreement includes initial installation of the system, $9,860, which includes the first year of training and on-site maintenance support. Subsequent on-site maintenance support shall be invoiced annually in the amount of $1,996 through the end of the term.
