BACKGROUND:
Previously, the City of Cocoa and the Cocoa CRA updated the Cocoa Community Redevelopment Agency Plan. The plan included rebuilding and hardening of several amenities damaged beyond repair during Hurricane Irma with included enhancements previously contemplated in the plan. The completed amenities include the shoreline of Lee Wenner Park, T-dock, Day Slips, and the Riverfront Park Promenade. With the acquisition of the remaining parcels of Lee Wenner Park from Brevard County in 2017 many other improvements were identified in addition to those in the original plan.
The docking amenities were recently completed and opened for public use. In addition to the public docking facilities the park also serves as a regional public boat launching facility. The boat launching facility is currently in need of structural repair to the ramps as well as the finger launching piers. The improvements were deemed eligible for submission of a Florida Inland Navigational District (FIND) grant and on March 11, 2020, City Council approved the grant application for this project.
The grant was subsequently awarded through FIND for the current funding cycle. The grant allows for up to a 50% reimbursement for phase one activities that include design, permitting and engineering. Phase two activities include demolition and reconstruction of the existing ramps and embankments, as well as re-stabilizing the existing launching docks and will be submitted as part of the upcoming FIND grant submission period in March 2021. The facilities will be evaluated for additional user enhancements and resiliency measures. It is anticipated the construction would begin in 2021 if awarded.
The Cocoa CRA budgeted for the expense and BAF#21-021-A provides a transfer to the general fund as the Grant Agreement and Award can only be executed with the City. The transfer from the CRA will provide the matching amount of $25,000 for the grant to account 001-3520-572.31-13 (Project GR2105).
STRATEGIC PLAN CONNECTION:
The improvement of the waterfront amenities creates a more attractive and diverse destination resulting in more economic opportunities.
