BACKGROUND:
Previously, the City of Cocoa and the Cocoa CRA updated the Cocoa Community Redevelopment Agency Plan. The plan included rebuilding and hardening of several amenities damaged beyond repair during Hurricane Irma with included enhancements previously contemplated. The completed amenities include the shoreline of Lee Wenner Park, the T-dock, Day Slips, and the Riverfront Park Promenade. With the acquisition of the remaining parcels of Lee Wenner Park from Brevard County in 2017 many other improvements were identified.
The docking amenities were recently completed and opened for public use. The public docking facilities were constructed in accordance with the City’s environmental permit and in order to accommodate the draft of larger vessels dredging is necessary. The dredging was deemed eligible for submission of a Florida Inland Navigational District (FIND) grant and on March 11, 2020, City Council approved the grant application for this project.
The dredging project within the City controlled submerged lands adjacent to Lee Wenner Park and the waterfront last occurred in 2013 and since has been filled in with sediment. The removal of the sediment will make the Cocoa basin a more attractive destination for ICW cruiser vessels that are traversing the Intercoastal Waterway. The FIND grant funding works in two phases and provides for a 50% reimbursement of the project costs. The first phase is for the design, permitting and engineering and the second is for the actual construction. The construction phase will be submitted for the next cycle of FIND grant funds and if awarded construction will take place starting in 2021.
The Cocoa CRA Agenda 20-676, transfers $30,000 for grant matching funds to the General Fund, BAF#21-020-A, for a total budget for this phase of $60,000.
