BACKGROUND:
On July 24, 2018, the City of Cocoa entered into a contract with Genuine Parts Company (dba NAPA Auto) to generally provide an integrated inventory solution at the City’s fleet operations. That contract is dependent upon an underlying agreement (NJPA currently known as Sourcewell). Amendment #1 to the Sourcewell / NJPA Contract was executed in November 2020 which extended the existing contract until July 21, 2021. Pursuant to Section 3 of the City’s Contract with Genuine Parts Company / Space Coast Auto Supply (NAPA), the Parties may extend the Contract by a mutual written agreement if the NJPA Contract is extended for a period less than or equal to the term of the Sourcewell / NJPA Contract. Sourcewell recently rebid the Integrated Parts Solution contract. The new contract was awarded to Genuine Parts / Napa Integrated Business Solutions in December of 2020. The old Sourcewell Contract #061015 was replaced with Sourcewell Contract #110520-GPC (Fleet Supply Chain, Parts & Inventory Management). A Second Amendment was developed to The Integrated Supply Agreement by and Between Space Coast Auto Supply Inc and the City of Cocoa to recognize the new contract and extend this agreement through December 21, 2024.
The parts and inventory services provided by NAPA IBS / Space Coast Auto Supply; Inc. is an asset to the Cocoa Fleet Operations. Cocoa Fleet’s parts availability has improved from 20% to 80%. This means 80% of the standard parts requested by Fleet technicians come directly from the in-house NAPA Parts Room or the local NAPA parts warehouses. This change has improved Fleet’s overall response to our internal customers’ needs.
NAPA IBS provides an Inventory Parts Specialist that has a vast network of parts warehouses to draw from, including other municipal IBS warehouses throughout Brevard County. In addition, Space Coast Auto Parts has four other stores to source parts from. Space Coast Auto Parts has a parts delivery service that our Cocoa IBS takes advantage of. This service is used to get the non-stocked parts promptly. The amount of stocked parts is limited to the size of the Cocoa Fleet Storeroom. NAPA IBS provides Fleet greater flexibility without requiring additional storage space. As an IBS Customer, Cocoa Fleet IBS has full access to the NAPA Total Automotive Management System, which is part of the NAPA IBS contract. All parts are provided with no markup and the City only pays for the parts used with a monthly management fee.
