BACKGROUND:
The City utilizes Vendor Link as its bidding platform, which provides increased reach to registered local, regional, state, and national vendors.
During FY20, the Purchasing Division published a total of 21 competitive sealed bid solicitations awarding four (4) contract agreements to local vendors. Bids were evaluated based upon completeness of bid package, responsiveness of bidder, lowest most responsible pricing, deliverable and past performance.
Based on the results of bid evaluations and utilizing a 5% local vendor preference, there was only one bid where a local vendor submitted a bid within 5% of the lowest bidder which would have allowed the local vendor to match the lowest bid. Although both vendors were local, only one vendor was the lowest bidder, but a bid protest occurred and City Council awarded the bid to a different company. The bids were within 4% of each other.
In comparison of bids, the local vendor preference did not provide substantial enough impact on pricing to fairly sway the other awarded bids.
The attached summary of local vendor awards is provided for reference.
SUMMARY
Local vendor preference will continue to be utilized per the Finance Operations Manual Sec. 2-4 for competitively sealed bid solicitations by use of Vendor Link, Public Ad - Florida Today and the City's website.
