Section 2-9 of the City Code provides that the Cocoa City Council has the sole authority to name city buildings, parks and streets and establishes criteria for consideration of such names. Mr. James (“Jim”) Wallen served as a City Councilmember of the City of Cocoa for 6 years from 1979 to 1981 and 1983 to 1986, and also as Vice Mayor. Mr. Wallen also served the Cocoa community as a teacher for 37 years, teaching developmentally disabled children at Kennedy Middle School and adult education at Brevard Community College. Mr. Wallen also regularly served the Cocoa community by volunteering with various organizations, including The Daily Bread, a nonprofit dedicated to the hungry and the needy, The Sharing Center, Meals on Wheels, the March of Dimes, the Salvation Army, and the Special Olympics.
