BACKGROUND:

 

President Biden signed the American Rescue Plan Act (ARPA) on March 11, 2021 to provide fiscal relief to State and Local governments for:

 A. “to respond to the public health emergency with respect COVID-19 or its negative economic impacts, including assistance to households, small businesses, and nonprofits, or aid to impacted industries such as tourism, travel, and hospitality;

B. to respond to workers performing essential work during the COVID-19 public health emergency by providing premium pay to eligible workers of the metropolitan city,

nonentitlement unit of local government, or county that are preforming such essential work, or by providing grants to eligible employers that have eligible workers who perform essential work;

C. for the provision of government services to the extent of the reduction in revenue of such metropolitan city, nonentitlement unit of local government, or county due to the COVID-19 public health emergency relative to revenues collected in the most recent full fiscal year…; or

D. to make necessary investments in water, sewer, and broadband infrastructure.”

 

Funding to individual governments is based on a HUD formula for entitlement communities or a population-based allocation for non-entitlement communities.  Cocoa is an entitlement community and is designated to receive $3.8 million, paid in FY21 and FY22.  A Request for Funding through a federal website is required to be submitted in order to receive the federal funding.  Other additional forms may need to be approved and submitted via the website as the funds are distributed and documentation of the spending of the APRA funds is submitted to the federal government.  In order to operate efficiently and effectively, Staff is requesting approval of Resolution # 21-059 authorizing the City Manager or Finance Director to approve any necessary forms or documents related to the APRA funding effective May 1, 2021. A separate fund has been created in the general ledger to track the spending of the ARPA money

Use of the ARPA relief money will vary and, as a result, the general ledger account coding will vary also.  Funds will be budgeted when the determination of the proper recoding of the various spending of the ARPA funding is made.

 

 

PREVIOUS ACTION:

 

City Council granted the City Manager authority to execute all ARPA budget amendments at the April 19, 2021 meeting via Resolution 2021-044.

Initial funding of $1,940,989.50 was received on May 20, 2021 from the US Treasury.
