BACKGROUND:

 

On May 8, 2018, City Council approved the Joint Purchasing Agreement (JPA) between the City of Cocoa and the City of Melbourne to share costs associated with a resiliency project to add a subaqueous pipe crossing along the Pineda Causeway. The City of Melbourne had begun a feasibility study to look at adding a potable transmission main crossing at the Pineda Causeway when City of Cocoa staff was given authorization by City Council to sole source an expanded engineering feasibility study to determine the impact, costs, and potential cost savings of a second transmission pipe. That study yielded favorable results with an estimated savings of $1.4 million by sharing expenses between the two municipalities.

 

Staff worked closely with the City Attorney to create the JPA to share costs and protect our common and individual interests. The JPA discusses common costs to be shared equally and individual costs such as specific interconnects, valves, and connections to the respective systems to be paid separately for the design and construction phases.

 

The City of Melbourne has the lead role in the execution of this project including design, bid advertisement, and construction management with oversight and input from the City of Cocoa staff as outlined in the JPA. The JPA discusses common costs to be shared equally and individual costs specific to the City of Cocoa and the City of Melbourne. These costs are called out as separate bid items so they can be tracked and paid for separately during construction.

 

On July 13, 2021, the City of Melbourne Council approved a proposal from REI for Engineering Services During Construction for this joint project. The total amount for the Cocoa portion of this proposal will be $808,483. The dollar amount will be paid to the City of Melbourne who will distribute to the Engineer via monthly pay applications per the terms of the JPA. The City of Cocoa will review and approve all associated work and monthly applications during the project. BAF #s 21-100-A and 21-101-PT on Agenda #21-449, City Council meeting date 7/27/21 provided the budget for these services as well as the cost of construction for this project.

 

Staff recommends approval of this proposal for this joint project.

PREVIOUS ACTION:

 

On May 8, 2018, City Council approved the Joint Purchasing Agreement (JPA) between the City of Cocoa and the City of Melbourne to share costs to add a subaqueous pipe crossing along the Pineda Causeway and approved proposal from REI for design, survey, and bidding services.

 

On July 24, 2019, City Council approved an amendment to the Joint Purchasing Agreement between the City of Cocoa and the City of Melbourne to add funds to cover additional design work requested by the City of Cocoa for the extension of the new water main along Pineda Causeway.

 

On August 14, 2019, City Council approved two Mitigation Credit Agreements with Craig Chown related to the Joint Purchasing Agreement between the City of Cocoa and the City of Melbourne for the Pineda Causeway Water Transmission Main Project including authorization to expend funds to cover the City of Cocoa’s share of the costs associated with the Purchase of Wetland Mitigation Bank Credits for $39,200.
