BACKGROUND:

 

The City of Cocoa Utilities Department maintains a Cross Connection Control (CCC) Program as regulated by the Florida Department of Environmental Protection (FDEP) and as described in the City of Cocoa’s Cross Connection Control Manual. This program requires periodic inspections, surveys, testing, and documentation of backflow prevention assemblies and devices at residential and commercial customer sites to help eliminate and control actual or potential cross connections with the City’s potable water distribution system.  The Utility has approximately 7,000 commercial customers and approximately 73,000 residential customers.

 

In June 2021, the Utilities Department solicited proposals for a firm to provide technical field services to assist in meeting the requirements of the CCC Program. Bid No. B-21-22-COC, Cross Connection Control (CCC) Program Services provides the services associated with the installation, testing, maintenance, and replacement of cross connection control devices. These services will assist the Utilities Department in the protection of the City’s potable water distribution system. The contract term for B-21-22-COC is three years with two 2-year extensions.

 

On June 24, 2021, Purchasing sent out 68 invitations and notifications to bid and received two responses from 19 plan holders. At the conclusion of the bid opening, he apparent low bidder was Ace Flow Control, Longwood, Florida. Utilities staff requests approval to award bid to Ace Flow Control, and to approve Ace Flow Control to provide CCC technical field services up to the FY 2022 budgeted amount of $680,000 pending approval of the FY 2022 budget.
