BACKGROUND:
In May 2020, Staff presented an application for the State of Florida Small Matching Historic Preservation Grant Program for a project that will support cultural engagement and education. Staff requested a $25,000 grant with a $25,000 match, for a total of $50,000. The application request consisted of hiring a consultant to design and develop exhibit content for the Leon & Jewel Collins Museum of African American History and Culture. The request included developing audio/video segments to showcase in the museum as well as development of physical exhibits that outline the history of the Cocoa Junior High School and the City of Cocoa. Additionally, the development of educational material to share with students in Cocoa and Brevard County are planned for the design/development.
In September 2020, Staff presented before the State panel to request funding. Following that panel session, the recommended rankings were announced, with the City of Cocoa eligible for funding in the State’s FY2022 budget. In July, the City was notified that the final approved State of Florida budget for FY2022 included funding for all of the recommended projects in the Small Matching Grant category, including the City of Cocoa. The recommended funding was $25,000 grant funds with $25,000 in matching funds.
The grant period of performance is July 1, 2021 through June 30, 2022. The City is contracting with the Florida Historical Society to perform the exhibit design and development per the attached Grant Award Agreement (GAA). The Florida Historical Society is a professional museum exhibit/historian consultant with extensive knowledge and background on the subject. Staff anticipates the project will be completed by June 30, 2022. Quarterly progress reports and reimbursement requests are required to maintain active status. Staff is prepared to provide the reports as required by the grant.
Upon completion, the Florida Historical Society will present the final exhibits for approval by the State and full reimbursement of the $25,000 grant funds.
In the FY2021 Community Services budget, $25,000 budgeted for the match in account # 001-3200-515-49-00. A Budget Amendment and Resolution is presented for approval to add the $25,000 grant funds to the FY 2021 budget and transfer the already budgeted amount to a grant account number. The funds will roll to FY2022 for the purposes of completing the project.
Staff requests Council acceptance of the Grant Award Agreement # 22.h.sm.300.024 and authorize the City Manager to sign the agreement. Staff also requests approval of the Budget Amendment and Resolution amending the FY2021 budget in the amount of $25,000.
