BACKGROUND:

On August 10, 2021, the Department of Environmental Protection announced funding opportunities for nonpoint source water quality projects. The Section 319(h) Nonpoint Source Grant provides up to $3 million in total funding for projects that reduce or eliminate nonpoint source pollution. The City would like to apply for funds in the amount of $650,000 for the Riverfront Park Drain Field Improvements Project with a 50% match for a total project budget of $1,300,000.

This project will be for the design of the expansion of an existing underground stormwater drain field located within Riverfront Park and installation of media-based filtration under the existing lawn to the north.

The Riverfront Park drain field has an existing volume of 17,700 CF which will be expanded with an additional 13,068 CF for a final volume of 30,768 CF. The design will maintain preliminary treatment through the existing baffle boxes. The design will further allow the media-based filtration system to provide on-line treatment of initial low flows; diversion of more runoff to expanded underground storage for later treatment through the media-based filter; and continued diversion of higher flows directly to the Indian River Lagoon.

Phase 2 will include construction of design. Public nonpoint source education will be addressed through onsite interpretive/informational signage and a social marketing campaign to promote behavior change.
